The recent award of US$3 billion to Intel under the Secure Enclave program, a sub-program of CHIPS, has sparked both excitement and controversy within the tech industry. Seen by some as a crucial lifeline for Intel, the award aims to bolster the trusted manufacturing of cutting-edge semiconductors for the US government and the Department of Defense (DoD). Secure Enclave, overseen by the DoD, utilizes funds diverted from the larger CHIPS and Science Act funding pot, highlighting the strategic importance of semiconductor production in national security.

Intel emphasized the continuity of its collaboration with the DoD through initiatives like Rapid Assured Microelectronics Prototypes – Commercial (RAMP-C) and State-of-the-Art Heterogeneous Integration Prototype (SHIP). These projects lay the groundwork for Secure Enclave and demonstrate Intel's commitment to advancing semiconductor technologies critical for defense applications.

While Intel anticipates additional funding of up to US$8.5 billion under the CHIPS act for wafer fab construction and modernization, this allocation is currently pending approval. The Department of Commerce's scrutiny follows Intel's recent workforce reductions and capital expenditure adjustments, reflecting a cautious approach to allocating resources amidst market uncertainties.

The decision to channel funds from a public tender process under the DoC into a classified program managed by the DoD has raised concerns among industry observers. Representative Zoe Lofgren's critique underscores the debate surrounding the allocation of resources within the CHIPS program and the balance between national security imperatives and domestic chip industry revitalization.

Intel's involvement in defense-related projects extends beyond Secure Enclave, with the company playing a pivotal role in the DoD's RAMP-C program. By providing commercial foundry services to support critical defense systems, Intel has solidified its position as a key partner for defense contractors such as Boeing, Northrop Grumman, and Microsoft, among others.
