China has responded to yesterday’s additional technology export controls by the US with restrictions on critical materials.

The Chinese Ministry of Commerce said it has banned the export of items categorised as dual use to any US military customers. This mirrors the US language on lithography and HBM memory restrictions, but covers gallium, germanium, antimony and superhard materials. It also covers graphite, a key material for battery anodes. where any shipment to the US will undergo more stringent review. China is a major exporter of graphite for battery production for electric vehicles.

The European Commission has also today announced €1bn to encourage battery anode and cathode production in Europe, partly in response to the dominant position of China in supplying critical materials.
